Jennifer DeClark
Co-Founder & Chief Strategy Officer
Jennifer brings 25 years of executive-level experience across design, merchandising, product development, and production in contemporary fashion. She has built category businesses from scratch, rebuilt overextended lines into focused commercial frameworks, and sat at the table for decisions that moved the needle at brands across wholesale, DTC, and multi-channel retail.
Her work is fundamentally commercial. Every brand story she shapes, every line she edits, every SKU plan she builds is designed to produce a result that shows up in a P&L, resulting in better sell-through, broader buyer adoption, stronger margin, and a customer who keeps coming back.
Jennifer leads the diagnostic practice and all strategy and merchandising engagements. She also oversees the curation of the Framework Fashion bench by ensuring every person placed in a client engagement meets the standard she holds herself to.

Jay Talley

Jay is an entrepreneur and operator with nearly three decades of experience building, scaling, and exiting service-based businesses. Since 1997, he has founded and led multiple companies specializing in Business Process Outsourcing (BPO) Solutions, delivering high-performance operating models across human capital–intensive environments.
Jay's expert approach is grounded in a simple belief: businesses perform best when they stay focused on what they do uniquely well and trust proven specialists with the rest. This philosophy is the foundation of Framework Fashion. Through disciplined outsourcing principles and scalable execution models, Jay has helped organizations streamline complex operations and unlock sustainable growth.
Jay brings this BPO mindset to the fashion and apparel industry by reimagining how brands access talent, execute merchandising and product development, and scale production without the burden of oversized internal teams. The result is an operating model that gives brands the sophistication of a large enterprise with the agility of a lean organization.
